Everett Lee Smalts was born April 5, 1917, near Elk City to John Franklin and Vergie Mae Smalts. He graduated from Elk City High School. He married Mary Ruth (Kingsford) Smalts August 23, 1941, in Elk City.

He was called into the ministry at a young age and completed his ministerial training at Oklahoma Baptist University. He laid a foundation and legacy that will live on through his family as well as the many others he reached through his ministry. He also had a great love for his grandchildren and great-grandchildren. he told them all great stories of the past but really enjoyed telling them over a hamburger. He had such a great love for people. He would go out of his way to speak to an old friend or familiar face.
